RULES AND DOCUMENTS

Welcome to Highland Village Homeowners Association website! Here you can find all the information regarding the rules and regulations of our community. Our goal is to maintain a safe and comfortable living environment for all residents. We encourage you to familiarize yourself with our policies and procedures. If you have any questions or concerns, please do not hesitate to contact us.

Covenant

All homeowners signed two documents at the time they purchased their property: By-laws of Highland Village Homeowner Association Inc. and the declaration of Conditions, Covenants, and Restrictions (CCRs). These two documents will be referred to collectively as the Covenant for brevity.

The Covenant binds homeowners and renters to abide by its restrictions and conditions. The Board of Directors has the legal power to enforce them, and recover legal fees incurred if enforcement is necessary.

The purpose of the Covenant is to maintain the character of the neighborhood, keep it a pleasant place to live, and thereby preserve property values.

Rules

Snow Removal

The majority of your HVHA dues pay for a snow removal service. Per our contract, snow will be plowed whenever snowfall is at least 1 inch. The snowplows will clear the auto-courts, cul-de-sacs, and private driveways. It is the responsibility of each homeowner to clear their own walkways and porches.

Please note that the plows will not clear the last 2 feet of your driveway, by your garage door; as to not risk damaging the door. You will need to shovel that yourself.

​

The snowplows cannot clear driveways or community parking spaces if there are cars present. If you would like these areas plowed, please park your cars where they will not hinder the plows.

​

If you have concerns regarding our snow plow service do not reach out to the company directly. Individual homeowners are not their customer. Calling them directly to express your dissatisfaction will not help resolve your complaint, and doing so may tarnish the working business relationship between HVHA and the snow plow company.

Parking

Winter Parking Rules

The city of Madison enforces alternate side parking on city streets, regardless of weather conditions, from November 15th through March 15th.

​

  • Park on the EVEN house numbered side of the street on even numbered days from 1:00am - 7:00am.

  • Park on the ODD house numbered side of the street on odd numbered days from 1:00am - 7:00am.

  • Violations of these rules are subject to fines from the city ranging from $20-$60.

Neighborhood Parking

Parking is prohibited on the auto-courts or cul-de-sacs, except in designated parking spaces within the islands of the cul-de-sacs. All vehicles must be parked on your private driveway or in the street.

​

The auto courts and cul-de-sacs are fire lanes and need to be kept clear of parked vehicles to allow emergency vehicles to access homes quickly. If parked vehicles hinder the access for emergency vehicles, people's lives could be endangered. Blocking a fire lane and hindering access of an emergency vehicle can result in a fine from the city.

Be considerate to your neighbors and do not use common parking areas for long-term storage of unused vehicles. These areas are there to provide additional guest parking. If you have a vehicle you do not use, please store it in your garage, your driveway, or pay for it to be stored by one of many automobile storage companies in the area.

Trash and Recycling

Trash (tan cart) is collected every week on Wednesdays. Recyclables (green cart) is collected every other week. Carts should be placed curbside on Tuesday evening. Please place both types of carts in the street, with the wheels against the curb, leaving two feet between each cart.

Please keep the trash and recycle bins separate. The Madison Streets Department has asked us to place trash on one side of the drive and recyclables on the other, to make it easier for the collectors. Please follow that system. When facing the street from your drive, tan trash carts should go on the left side and green recycle carts on the right.

​

If you have excess trash that will not fit in the cart, save it for the following week. The Streets Division will not collect refuse that does not fit in your cart. If you regularly have excess trash, you can purchase a second cart from the city.

​

Please mark your carts with your house number. These carts are City of Madison property. You are required by law to leave them behind when you move.

Brush, Leaf & Yard Waste

Curbside brush collection occurs from the spring through the fall. The exact dates on when you should set out brush for pickup at your home can be found on the brush website.

*Do not put brush in bags, boxes, or trash containers. *

​

Definitions

Brush: a woody material you have cut (or have fallen) from trees, shrubs, or bushes.

Yard Waste: a plant material you rake or pull from your lawn or garden.

​

Size Restrictions

  • Brush must be at least 18 inches long and shorter than 8 feet

  • Brush must not be thicker than 8 inches in diameter

 

Placement Guidelines

  • Pile brush on the terrace at the street edge away from trees, parked cars, fire hydrants, utility poles, mailboxes and other obstructions.

  • Do not put brush in the street or on the sidewalk.

  • Do not put brush in bags, boxes, or any other container. You may bundle small amounts of brush with string or twine, NOT wire. Bundles may not be more than 4 feet in length and may not weigh more than 40 pounds.

  • Stack brush with the cut ends facing the same direction. Remove all roots, stumps, and dirt.

  • Piles of brush and yard waste mixed together will not be collected. Yard waste is a separate collection with different processing. Keep brush separated from yard waste when out for collection. Brush collection crews cannot feed yard waste safely into the woodchippers.

Large Brush Piles

The truck-mounted crane vehicle will also collect stumps. As much dirt as possible must be removed from the stump.

​

Contractor Brush

Brush cut by contractors will NOT be collected. Please make arrangements with the contractor for material disposal.

​

Drop Off Sites

Residents can also bring brush to the South Point Drop-Off site.

Dogs

Please make sure your dog is not a nuisance to the rest of the neighborhood. It is important to always clean up your dog's waste when on walks and either put it in your trash can or the designated bins at High Point Park.

​

Do not allow dog waste to accumulate on your property as it can pose health risks to people and other pets. The fine for violating this General Ordinance is $100 from the city.

​

Be aware that a dog left outside, unattended, can be intimidating to others, and excessive barking is usually not appreciated by your neighbors. Dogs left tethered and unattended outside are far more likely to bite someone. In addition to the danger this poses to others, it exposes you to the potential criminal prosecution and liability lawsuits should your dog attack someone.
